Workers at the NagaWorld casino and hotel complex in Phnom Penh went on strike over layoffs and alleged union busting, demanding reinstatement, compensation and recognition of their union. Police arrested 15 workers and activists on 3 January 2022; union president Chhim Sithar was sentenced to two years in prison for incitement in May 2023 and released in September 2024, vowing to continue the dispute, which remained unresolved.

Workers involved
1,000 (estimated)
Outcome
Unknown – Unresolved at the time of the latest source. Layoff figures differ: RFA reports more than 1,300 laid off in April 2021, Reuters reports 365 let go in April, and AP reports 373 fired in late 2021. VOD says the union had 2,500 members, that more than 1,100 unionists were fired, and that one rally drew about 1,000 people, while AP describes a strike of hundreds; workers_involved is therefore an estimate.
