Cambodian garment unions, led by the Free Trade Union of Workers of the Kingdom of Cambodia, demanded that the US$40 monthly minimum wage set in 1997 be raised to US$70. After the tripartite Labour Advisory Committee failed to reach a resolution on 20 June 2000, workers from up to 69 factories struck from 21 to 27 June. The Ministry of Labour had already issued a circular in March 2000 restricting strikes, and the dispute over the minimum wage was left unsettled.
